Promotion Policy
Promotion is the act of putting someone at a higher position/rank. Promoting members counts as a reward/recognition for the work done by them. Therefore, promotions should only be given when sufficient work has been completed in the way of: Work in base, completing Exclusive Units’ (EUs) or Administrative Departments’ (ADs) tasks and well handled extra tasks. This Policy, along with the other policies, and Code of Conduct, forms the overall Rules of the Habbo Secret Service.
Promotion Scope
Promotion Lines
Promotion lines can only be conducted when approved by a 3iC and above. [Ownership+]
The person who gave the approval may decide on the rank limit as well as the line hosts.
Promotion Procedure
If possible, bring the promotee to FTB for promoting to prevent clogging up the hallway or work area. [ie. FTS, FTT]
If the promotee is busy doing something else [eg. training someone], whisper them instead.
Working on Stations
Other than FTF, FTS, FTT, FTTR, FTSS, FTHD and FTTD [Fill The Transfer Desk, For IA], the FTS/FTT back seats are also considered to be work stations. Promotions can be earned there by sending out welcome messages and helping out to supervise the base. FTF is always the main priority as it is the only way for SRs to enter. FTS should be filled in next, then FTT/FTTR, FTSS and so on. The training room may have standby trainers incase the stations in base are well filled.
Work Records
As work is done in the base, for example promoting hard-workers, handling disciplinary cases and transferring, there will be logs created under the person’s name and threads. Through the scrutiny of these threads, it shows whether one has work enough to receive promotions. For most HRs, having made more than 4 different logs on the boards, whether it be Promotion/Training/Discipline/Transferring logs, will allow them to be eligible for a promotion with regards to the Promotion Requirement.
Work in Exclusive Units/Administrative Departments
Promotions can be given to members in Exclusive Units/Administrative Departments (EU/AD) who completes their tasks as deemed fit by the leaders of the specific EU/AD. It is highly encouraged for members to receive promotions due to EU/AD participation. However, this will be subject to the discretion of the Overseer/Director of the EU/AD.
To be eligible for a Promotion due to work in EU/AD, members must:
- Have completed at least 1 Individual/Group Task
- Meet their weekly requirements in certain EU/ADs (i.e. IA, INV, SRC, EP etc.)
- Have contributed to the overall development of the EU
At least one of the above must be met.
Working on Extra Tasks
Extra tasks can be given to Personal Assistants or be posted on the boards for members to take on. Usually, extra tasks are passed out by Mod+ and for members who completes these tasks outside of basic base/EU/AD work, they will be eligible to attain promotions either from their direct superiors or by recommendation from said superiors. Logs of such promotions must include evidence of PA’s work.
Working on Improvements
When you witness issues that needs to be solved in the Agency, and post your ideas under the Official SS Forum (forum.habboss.com), you will be able to receive Promotions. Working on improving the agency is as important as any work around the HQ. The following list will be the details:
1. Solutions/Ideas must be posted on the Official SS Forum, under the Suggestion and Feedback Header.
2. Solutions/Ideas must valid enough to be implemented/reviewed in order to be rewarded with promotions.
2[a]. Solutions/Ideas with proper thought put into it and shows effort, but did not get implemented, will be rewarded with promotions by RC+ only after reviewing.
3. Basic research should be done before bringing up an issue.
3[a]. Research methods can be: Feedback Sessions, Interviews, Surveys, Polls. Any one of these or a combination of any to prove that the problem exists will do.

Note that there is no specific criteria for this section, and as such, it is the responsibility of the promoter to exercise due diligence and ensure that staffs are properly promoted in accordance to this section.

“Online Time” refers to the amount of time a Habbo has been online for which can be viewed from their profile.
“Promotion Time Difference” refers to the amount of time required after a previous promotion has been made, before the next can be issued.
Please take note that meeting the requirements does not guarantee immediate promotions. These requirements set a bar for promotions to be given/attained. If promotions are given out before requirements are met, it will be taken as a breach of policy and the offender will be disciplined accordingly (refer to Discipline and Punishments Policy).

Mod Promotions
Mod promotions are harder to come by as they are unofficial iC ranks but it is not impossible.
It depends how well you bring out your duties in base as well as your reports. Your attitude should be exemplary towards Leadership and below.
You have to be communicative as well as show concern towards your co-workers.

Promotion Scope
- Trainers+ can only promote people from rank: ''Recruit'' to ''Trainee''. It must happen after proper training.
- High Ranks+ can promote anyone up to the 5th rank below their own. However, promotions within and up to the same division cannot be done. [eg. Someone in Diplomats cannot promote another person in Diplomats nor can they promote the last rank of HR to Diplomats.]
- Trial Leaders+ can promote anyone up to the first rank in Executive Cabinet. [Trial Cabinet Member]
- Moderators can promote anyone up to the rank Trial Leader in Leadership.
- Supreme Command+ can promote anyone up to the rank: Room Control in Leadership.
- Promotions to Trial Mod & higher must be approved by the Founding Father, Terroriquez/SS-Director.

- Check the person’s promotion log and online time and check if they are eligible for one.
- ATT/Attention them. [Call them to attention.]
- Ask when did they received their last promotion for confirmation.
- Decide if the interval is long enough based on the reasons you're going to promote them for
- Tell them the reason you’re promoting them for and give them their new motto.
- Ask them to request the badge needed if they are entering a new division.
- Make sure they changed their motto correctly and they remember and note down your name as their promoter especially if they are Standard Ranks (SRs).
- AE/At ease them.

Promotion Rules
- Do not promote anyone in and to the same division as you.
- Do not promote without an approved ProBoards account for logging.
- Log ALL promotions here.
- Only hand out promotions after you have met the same “Online Time” requirements [If promoting someone from the Training Division, promoter must have 60 minutes of online time too.]
- Report any cases of unfair promotion to a higher-ranked staff.
- Train the promoted if required before promotion. [The promoted will be logged in the promotion logs, not training logs. e.g. Special Agent to Security Officer 3c]
- Assist the promotee in getting their badges if required. [If no Badge Admins are online to accept the badge ask the promotee to add <AB> at the end of his motto.]
- Superiors may only promote their Personal Assistants once a day to prevent favouritism accusations.
- ALL promotions can only be made after the promoted has acquired enough Online Time and has met promotion requirements as mentioned. (Refer to Promotion Requirements Details)
- Other HRs reserve the rights to halt promotions if requirements has not been met.
- As a promoter, you can only issue the ATT command when the staff you're intending to promote has passed both time requirements. You cannot, as a promoter, ATT someone early and wait there until his/her's time requirement has passed. An example of breach would be a HR issuing an ATT command to a Standard Rank 5 minutes before the 30 minutes mark for passing the requirement, and then waiting for the 5 minutes to pass before promoting.Intentionally ATT-ing someone early and then waiting until the time requirement has passed will lead to a direct punishment without any prior warning required, regardless of verbal or written.
- As a promoter you are not allowed to double promote someone of a lower rank to you. This includes but does not limit to promoting someone who already has your promotion tag, and/or promoting someone twice in a row without someone else promoting them in between. (If you believe that the staff does deserve the next promotion, or there has been a substantial amount of time between the previous promotion and now, then do recommend him to another eligible promoter for promotion.) As mentioned in Code of Conduct Section 3.5.
Mod Promotions
